Dear Bury Metropolitan Borough Council,

I would like to make an inquiry under the Freedom of information Act regarding Direct Payments in Domiciliary Care.
Please can you tell me the following; (all questions are related to Domiciliary Care for adults 18 and over)

How many packages do you commission on a monthly basis?

Do you have a framework in place? If yes:
What type of framework is it?
When does it expire?

If you do have a framework in place, what % of care do you have to spot purchase outside of the framework?

How do you commission care packages currently?
Through an purpose built I.T system – if yes, which one
Through other IT system – if yes, which one

Response:

 

As at January 2018, we commission 563 Direct Payments for Care at Home.

 

Direct Payments do not have a framework in place as the customer chooses
which provider they want to deliver their services.  The chosen provider
may not be a provider already contracted to the Council under a
commissioned service.

 

We use a contracted care management system for our commissioned providers,
which we do not disclose due to commercial sensitivity, along with secure
encrypted email.

 

The Councils commissioned service for Care at Home for Adults has 13
contracted providers all of which are currently active and can be
approached by customers preferring a Direct Payment package of care. 
Direct payment customers can choose support from our commissioned
providers or source a provider of their choice outside of those
commissioned by the Council. 

 

The average hourly rate the council currently pays for commissioned care
at home services is £14.60 per hour.

 

Please note: The supply of information in response to a Freedom of
