I would like to make an inquiry under the Freedom of information Act regarding Direct Payments in Domiciliary Care. Please can you tell me the following; (all questions are related to Domiciliary Care for adults 18 and over)
How many packages do you commission on a monthly basis?
Do you have a framework in place? If yes:
What type of framework is it?
When does it expire?
If you do have a framework in place, what % of care do you have to spot purchase outside of the framework?
How do you commission care packages currently?
Through an purpose built I.T system – if yes, which one
Through other IT system – if yes, which one
How many providers are do you have registered, and how many are you actively using?
What is the average hourly price you pay for Dom care?

I refer to your recent enquiry for information held by the Council. Under
the provisions of the Freedom of Information Act, the authority must state

We do not commission care agencies for direct payment service users. Where
a client opts to have care support via a direct payment it is their choice
as to which agency they use. There are currently 142 direct payment
services users who are supported by domiciliary care agencies.
2. Do you have a framework in place? If yes:
What type of framework is it?
When does it expire?
Bedford Borough Council do not have a framework for direct payment agency
support as clients identify their own provider.
3. If you do have a framework in place, what % of care do you have to spot
purchase outside of the framework?

Directly commissioned Domiciliary Care packages are sourced through the
care brokerage service. Providers are contacted via email and telephone.
Direct Payment packages do not go through this service as clients would
liaise with care providers themselves.
5. How many providers are do you have registered, and how many are you
Bedford Borough Council currently has 6 framework providers and 31
additional approved care providers available to clients going through the
care brokerage service. Direct Payments can also access this list of
providers but ultimately they can choose any agency they wish to take up

Clients taking up agency support via a Direct Payment will receive £15.50
per hour. Higher rates may be agreed on a case to case basis.
