Domestic Waste Disposal charges

1) LCC has stated that the charges it applies at its waste disposal site in Barwell are intended only to cover costs, not to make a profit. What information is available to show how the charge of £3 per tub has been calculated?

2) Also , what information is available to explain why small panes of glass from a cold frame are chargeable but domestic fish tanks are not?

I am writing to request an internal review of Leicestershire County Council's handling of my FOI request 'Domestic Waste Disposal charges'.
1) £3/tub.
The link you provided does not address my request:
a. It refers only to 20kg bags, not buckets or tubs.
b. It does not show how the supposed breakeven point of £3/tub was derived – only the response to the range of charges included in the consultation.
2) Cold frame vs. fish tank
With all due respect, your explanation here based on the need for a cold frame to be “demolished” is outrageous and as you have not provided the source of the statements you have made they are not credible. If you cannot provide this information the only conclusion is that the statements have been “made up” within LCC.
A typical definition of “demolition” is along the lines of “the complete destruction of a building or other structure” and involves words/phrases like: “pulling down”, “knocking down”, “annihilation”, “devastation” and “tearing down”. There is also usually reference to large hydraulic equipment, for example elevated work platforms, cranes, excavators, bulldozers and wrecking balls. This is all very much in line with the normal perception of the word. It is most certainly not a word that would be applied to the dismantling of a garden cold frame.
You have used the phrase.... “ it is generally considered..... that a cold frame is a significant structure”, which is a long way from reality. What information do you have to support this proposition e.g. considered by whom; from what authoritative document is it extracted and who is the author? Without such support this assertion can only be regarded as a fabrication.
Note too that the characteristic that makes a fish tank FoC (the fact that you can take it with you if you move house) also applies to a cold frame, so I am also looking for the source of the information that leads you to believe that this is not the case.
