Domestic violence reports since law change
Dear Gloucestershire Constabulary,
Please could you tell me:
1. How many reports of domestic violence you have had since 4 January 2022.
2. How many of those reports related to an incident that took place between six months and two years before they were reported.
3. Of the incidents that took place between six months and two years before they were reported, how many led to an investigation.
If it isn't feasible to mark the reports within that time-frame on your system, please could you instead tell me:
1. A breakdown of the date of domestic violence reports you have recieved since 4 January 2022
2. The date of the incident the report relates to
3. Whether that report led to an investigation
It'd be helpful to recieve the data as an Excel spreadsheet.
Yours faithfully,
Mickey Carroll

Enquiry Ref : 2022.0460
Thank you for your enquiry dated 30/05/2022 requesting information
concerning the following:
Please could you tell me:
1. How many reports of domestic violence you have had since 4 January
2022.
2. How many of those reports related to an incident that took place
between six months and two years before they were reported.
3. Of the incidents that took place between six months and two years
before they were reported, how many led to an investigation.
If it isn't feasible to mark the reports within that time-frame on your
system, please could you instead tell me:
1. A breakdown of the date of domestic violence reports you have recieved
since 4 January 2022 2. The date of the incident the report relates to 3.
Whether that report led to an investigation
To help us identify the information you require I would be grateful if you
would clarify the following information:
When an Individual contacts the police (i.e. “reports” an offence) and it
is deemed to be a police matter, an incident will be created on the
Incident Recording System. If that incident is deemed to fall within the
Home Office Counting Rules for Recorded Crime, a crime will be recorded on
the Crime Recording System.
The 2 systems are very different in as much as the Crime Recording System
has very detailed information regarding the offence, the MO, the
victims/offenders details and the police outcome whereas the Incident
Recording System is very much a free text entry system with several
tags/categories. Whilst there is a DA (domestic abuse) tag on the Incident
Recording System and we can provide the number of “reports” recorded,
there is no way to identify any other information, such as the date of the
offence, without a manual review of the record and further manual cross
reference with the Crime Recording System. This is likely to engage the
Section 12 exemption.
That being said, by utilising the Crime Recording System, we are able to
electronically search for the data requested. Please bear in mind that by
using this data set, the search results are for those “reports” where it
has been determined that an offence has taken place and has been
investigated. From this data set we can provide the number of
substantiated crimes recorded, and identify those where the offence took
place between 6months – 2years before the recording date.
Please could you confirm if this is acceptable.
If you are unable to give me this information, please indicate how I may
otherwise assist you. Unfortunately I am unable to respond to your request
until I have received this information. Please note that if we do not
receive a response within 20 working days, your request will be closed.
Please also note that 20 working day statutory time period is on hold
until you respond, therefore your response due date will be extended by
the number of working days taken to respond to this request.
If you would like to discuss this matter please do not hesitate to contact
me.
Many thanks,
Miss N Cramb

Dear Miss Cramb,
Thanks for that info, that's a really helpful note. If you could send the data from the Crime Recording System, that'd be great, thanks.

Please accept my apologies for the delay in providing you with a response
to your request within the 20 working day timeframe for FOI’s. This has
been due to an exceedingly high volume of requests and resourcing issues
which have impacted both upon the Information Disclosure team and the
business areas upon whom we rely to supply the information.
Please now find the completed response attached and I apologise for any
inconvenience caused as a result of the delay.
Yours sincerely,
