Dear Glasgow City Council,

Could you please supply myself with details of Domestic households with Glasgow postcodes declared empty for Council Tax purposes?

Including the following;

1.The length of time the property has been declared empty.

2. I would like this to cover the last 10 years and be supplied with the full 6 digit postcode for each property .Obviously I would not request the house number for security reasons - but the full 6 digit postcode can cover a considerable amount of properties. I have been assured by The Information Commissioner's Office that this would not be a data infringement.

Request under the Freedom of Information (Scotland) Act 2002

 

Thank you for your email received on 5 November 2018 requesting that the
following information be provided to you:

 

“Could you please supply myself with details of Domestic households with
Glasgow postcodes declared empty for Council Tax purposes?

 

Including the following;

 

1.The length of time the property has been declared empty.

 

2. I would like this to cover the last 10 years and be supplied with the
full 6 digit postcode for each property. Obviously I would not request the
house number for security reasons - but the full 6 digit postcode can 
cover a considerable amount of properties. I have been assured by The
Information Commissioner's Office that this would not be a data
infringement.”

 

I can confirm that the Council holds the information that you are
requesting.  The Council is treating your request as a request under the
Freedom of Information (Scotland) Act 2002.

 

On inspecting our records and the information which we hold, it would
appear that by detailing the 6 digit post code as requested, it would be
possible to identify certain individual properties. Consequently, the
Council considers the information requested is exempt from disclosure. We
are required to explain why we believe this to be the case.

The information requested, is in our opinion, exempt from a request under
section 1 of the Freedom of Information (Scotland) Act 2002 because of an
exemption contained in s 38(1)(b) of the Act. In other words, in our
opinion disclosure of the information would involve disclosure of personal
data as defined by article 4 of the General Data Protection Act
Regulations and the Data Protection Act 2018. We are therefore unable to
comply fully with your request under the Freedom of Information (Scotland)
Act 2002.

 

To be of assistance, based on a 4 digit postcode, I have detailed the
requested information on the attached spreadsheet.

 

I hope this is of assistance, however, if you are dissatisfied with the
way Glasgow City Council has dealt with your request you are entitled to
require the Council to review its decision.  Please note that for a review
to take place you must:

 

·         Lodge a written request  for a review within 40 working days of
the date of this letter

·         Include a correspondence address and a description of the
original request and the reason why you are dissatisfied

Dear Glasgow City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Glasgow City Council's handling of my FOI request 'Domestic households with Glasgow postcodes declared empty for Council Tax'.

I requested the full 6 digit postcode which has been rebated to 4 digit's. I see no reason for this as a postcode merely identifies a group of properties anything in number from 10 to 60 and cannot identify a particular property . This would only be the case if a particular post code referred to say 20 properties and although very unlikely a result for that postcode was indeed 100% resulting in 20 properties being identified.
