Domestic Abuse Report and Investigation Handling

Response to this request is long overdue. By law, under all circumstances, West Yorkshire Police should have responded by now (details). You can complain by requesting an internal review.

Please could you tell me;

1. When the current West Yorkshire Police domestic abuse action plan was initiated?

2a. What was in place prior to the plan (referenced in question 1) to determine the quality of report and investigation handling?

2b. Where there was a previous plan(s), please provide any that were in place, and superseded, from the year 2008.

3. Please provide any and all policies and standards that police officers have been/are required to meet during an investigation where domestic abuse has been reported from the years 2008 - 2018.

4. What redress did and do the public have where they perceive any failure to adhere to the plan's/policies/standards referenced in questions 1, 2 and 3?

Thank you for your request for information received by West Yorkshire
Police on 17/12/18.

You requested the following information:

1. When the current West Yorkshire Police domestic abuse action plan was
initiated?

4. What redress did and do the public have where they perceive any failure
to adhere to the plan's/policies/standards referenced in questions 1, 2
and 3?

 Section 17 of the Act provides:

(1) A public authority which, in relation to any request for information,
is to any extent relying on a claim that information is exempt information
must, within the time for complying with Section 1(1), give the applicant
a notice which:-

(a) states the fact,

(b) specifies the exemption in question, and

(c) states (if that would not otherwise be apparent) why the exemption
applies.

The Freedom of Information Act 2000 obliges us to respond to requests
promptly and in any case no later than 20 working days after receiving
your request. We must consider firstly whether we can comply with S1(1)(a)
of the Act, which is our duty to confirm whether or not the information
requested is held and secondly we must comply with S1(1)(b), which is the
provision of such information. However, when a qualified exemption applies
either to the confirmation or denial or the information provision and the
public interest test is engaged, the Act allows the time for response to
be longer than 20 working days, if the balance of such public interest is
undetermined.

In this case, we have not yet reached a decision on where the balance of
the public interest lies in respect of either of the above obligations. We
estimate that it will take an additional 20 working days to take a
decision on where this balance lies.

1) A response to question 2b requesting copies, or the location of, previous plans produced by West Yorkshire Police.
2) Your response to Question 3 references additional documents which, I assume, are the policies and procedures requested. These documents are not attached to the response. Please could you provide them.
