Domestic abuse crime data broken down by ethnicity

My name is Carly Roberts and I'm using a What Do They Know account, shared by Claire Wilde and Harriet Clugston.

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.

I would like data on the total number of domestic abuse-related offences recorded by the force between 2016, 2017, 2018, 2019 and 2020, broken down by the victim’s ethnicity.

Please send me:

1). The number and type of crime outcomes recorded for domestic-abuse related offences*, broken down by sex and ethnicity of the victim, and the nature of the offence – eg psychological, physical, sexual or emotional. Please only include offences that have been assigned an outcome, and group them by the year the outcome was recorded rather than the year the crime took place.

2). Of the cases that resulted in a charge or summons in part 1 of this request (by year the outcome was recorded), please provide a breakdown of the sex and ethnicity of the suspect, whilst retaining the breakdown of the sex and ethnicity of the victim

3). The number of times a suspect was arrested in relation to a domestic abuse-related offence, broken down by the sex and ethnicity of the suspect and of the victim

4). The number of women who sought a domestic abuse protection order, by ethnicity

5). The number of women who were granted a domestic abuse protection order, by ethnicity

6). The number of men who sought a domestic abuse protection order, by ethnicity

7). The number of men who were granted a domestic abuse protection order, by ethnicity

Please provide the requested data in a spreadsheet format.

Dear Freedom of Information Team,

Thank you for your resposne.

However I have just been looking at the data and I do not think the data for question 1 satisfies the request - I cannot find anything that cross references outcome by ethnicity of the victim. If it is helpful, I only require the total number of domestic abuse flagged outcomes by ethnicity for each year and the total number of those outcomes that were a charge or summons.

Could you please revisit the data and provide a table of outcomes by ethnicity?

The ethnicity information is available on pages 5-13 of your response.

Under question one we have also explained that we have not been able to break the data down exactly as requested. As, on occasion, there are multiple individuals recorded as offender / arrested on a record. These would, therefore, inaccurately inflate the number of victims / crimes.

The number of victims should reflect the distinct number of crimes (one victim, one crime policy). The number of times an individual has been recorded as offender or arrested has been counted (regardless of how many times any one individual has been recorded as such, the individual has been counted each time).

The search has been based on Crime data, as opposed to Custody data. Therefore, data relates to crimes with a Domestic Abuse Flag, where an individual is recorded as “Arrested”.

Thank you for your response.

I'm afraid that ethnicity breakdown does not answer my FOI question in any way.

What I specifically require is a count of total outcomes by ethnicity of the victim, and a count of those outcomes that were a charge or summons. This is so that I can work out a charge rate for each ethnic group of victim.

I note you say that counting the ethnicity of the offender could inflate the number of crimes. I accept that but this would not affect a count of outcomes by ethnicity of the victim alone, as you say one victim equals one crime.

Could you please therefore provide just a count of outcomes by victim ethnicity, and the type of outcome ie charge/summons which would satisfy part 1 of my request at least. Other forces have been able to provide this information without difficulty.

'In 61 percent of all records, the ethnicity of the victim was missing. In addition, 26 percent of records had no stated sex and 27 percent had no stated age. This means forces are unable to accurately assess the full impact of crime, or the quality of their service, on people from different demographic groups. This situation presents a real risk to any plans for improving the service provided to women and girls, and to plans aimed at improving diversity, equality and inclusion more generally.' 'We also found a lack of recording of ethnicity data during our crime file review for this report. We found that 31 percent of sexual offence and rape files didn’t have the victim’s ethnicity information recorded. Additionally, in the crime data integrity audit data, 23 percent of recorded sexual offences, 20 percent of recorded rape offences and 14 percent of recorded N100 reported incidents of rape didn’t include the ethnicity of the victims.'

Updated response from the National Police Chiefs’ Council to the recommendations from the Tees Valley Inclusion Project super-complaint report

'2.6.Recommendation 3: The NPCC and the College of Policing consider the findings from this investigation so they can be satisfied that the proposed changes and standards they are working on address the lack of recorded ethnicity data, including: data on voluntary attendance; data on the use of interpreters; and data on offering and providing special measures. We recommend this work includes how officers and staff collect data, and their confidence and capability to ask the right questions.

• Not all forces responded to this recommendation and as such the NPCC cannot confidently state the extent to which we are satisfied that progress have been made against it. From the 15 forces that did respond we saw varying levels of delivery but a reassuring acknowledgement of the importance of recording ethnicity information. Below is a summary of comments from the 15 forces and as such should not be viewed as representative of all forces, or even as a consolidated response from the NPCC.'
