1. For each year from 2005/6 to 2018/19 could you please tell me the total number of w.t.e (whole time equivalent) dog wardens you employ?

2. For each year from 2005/6 to 2018/19 how many Commercial Breeding Establishments are there for dogs? (i.e Commercial Breeding Establishments defined as 5 or more litters per year)

Dear Tom Grierson,

Thank you for supplying with with the current day information. I wonder if you could look again for the historical data as all the other councils that have replied have provided time trends at least since 2012.

The reason I believe that historical information will be available is because:
i) HR records need to be kept for longer than a year
ii) there is currently a dog warden in post and they would almost certainly know when they started and even the history of the number of dog wardens in Barnsley
iii) the dog breeding establishments need to be registered and the establishments pay for this so therefore there will be a database recording the licensing.
iv) The dog warden should be aware of the number of dog breeding establishments over the years as it is their responsibility to inspect them. Therefore there must be a record of these inspections.

I really do hope you can unearth some time trends please.

I have queried the first point raised with HR and am able to provide further information. The service was able to anecdotally say that there were 2 dog wardens employed in 2005/06, according to HR one of these posts was deleted at the end of 2012/13. As such the response would now be:

I have queried the points raised regarding breeding establishment inspections with the service and will get back to you with their findings. R.e. point 3 they do hold a database of licensed establishments however it only details current licenses.

Good Afternoon,

Further to the below, I am unable to provide any further information.

Our premises based database is overwritten when premises close and open so we cannot provide the information required by searching the premises. We can extract a list of when licence fees are paid and recorded on the database however this may not be the full picture as a licence may not have been granted. Furthermore the activity code will have been changed if they had a licence and this has since lapsed and will show as domestic premises etc. rather than the original licence applied for. We cannot ask our Finance department to identify the number of licences each year as some of the fees were the same for each licence activity and they will just be shown in our accounts as animal licence fee rather than for the specific activity.
