Dear Mr Cameron,
Thank you for your information request of 17 February 2020. Aberdeen City
Council (ACC) has completed the necessary search for the information
requested. Our response is now detailed below.
1. How many complaints has your council received about dog fouling in each
of the last five complete tax years and the current tax year so far?
Return from Customer Feedback Team:
We have not received any complaints about dog fouling in the current tax
year or in the previous five complete tax years.
We follow the Scottish Local Authority Complaints Handling Procedure.
Under this procedure, a ‘complaint’ is defined as “an expression of
dissatisfaction regarding our actions, or lack of action, or the standard
of service provided by us or on our behalf”. There are some topics that
cannot be considered as a ‘complaint’, such as requests for a service,
which are not recorded as complaints and are therefore not included in the
data above.

As a duty to provide support and assistance, please see below the feedback
from Environmental Health Team who receives ‘Service Requests’ in relation
to Dog Fouling:

2015/16: 508
2016/17: 646
2017/18: 493
2018/19: 515
2019/20: 370 (up to 25/02/2020)

Please find enclosed the spreadsheets including locations, all provided in
calendar years.
3. How many incidents have there been where the council has taken action
against people due to dog fouling in each of the last five complete tax
years and the current tax year so far?
Please see below the numbers of dog fouling fixed penalty notices in each
tax year:
2014/15: 28 notices
2015/16: 11 notices
2016/17: 20 notices
2017/18: 10 notices
2018/19: 3 notices
2019/20: 6 notices
All service requests are fully investigated and in many other cases, Dog
Wardens will have visited dog owners following a request received,
although no formal action was taken.
4. In regards to question 3, please provide the location, date and type
of action for each
Please find enclosed the spreadsheets show location and date of fixed
penalty notices. We do not hold information regarding other types of
actions.
We are unable to provide you with information on in regards to question 3,
to provide type of action for each as it is not held by the Council. In
order to comply with our obligations under the terms of Regulation
10(4)(a) - Information Not Held - of the EIRs, we hereby give notice that
this information is not held by us. We are required by Regulation
10(1)(b) of the EIRs to inform you as to why in all the circumstances of
the case, the public interest in maintaining this exception outweighs the
public interest in disclosing this information to you. We are satisfied
that we do not hold this information and consider that, as there is no
information held, the public interest lies with the exception.
INFORMATION ABOUT THE HANDLING OF YOUR REQUEST
As the information which you requested is environmental information, as
defined under Regulation 2(1) of the Environmental Information (Scotland)
Regulations 2004 (the EIRs), we considered that it was exempt from release
