Hello Sarah,
I had noticed your request but it's in order to get more information that I've requested those further details. You may or may not know, but the reason for the wording of my request is because some local authorities don't consider a "report" of dog fouling to be a "complaint" and keep separate details. Therefore if you only request details for complaints that's what they give you. If I can give you a few examples for the period in question:
Orkney had zero "complaints" and 289 "reports".
East Lothian had 862 "complaints" and 300 "reports".
Borders had 4 "complaints" and 2625 "reports".
Nottingham had 2832 "complaints" and 2147 "reports".
In my opinion it's just another way to massage the figures and hide the truth.
Just to emphasise my thinking you only have to look at Wandsworth who have had: 1075 "complaints" 1261 "warnings" and 289 "prosecutions".
