Dear Waltham Forest Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Waltham Forest Borough Council's handling of my FOI request 'Dog Breeding Licences'.

I do not believe that the licences are the property of the licencees. Licensing is a matter of public and for this reason I believe that copies of the licences ought to be provided. If the breeders trade from residential addresses then it appears to me that it would be entirely appropriate for the address to be redacted.

I look forward to hearing from you.

Yours faithfully,

Martina

Dear Information Officer,

I note that the case you are relying on is now eight years old and pre-dates both the current dog breeding licensing regime, GDPR and other data protection amendments/regulations by a number of years.

A number of respondents have now indicated that they will not provide copy dog breeding licences.

I lodged three formal complaints with the ICO then wrote to them to advise that a number of other councils had refused to provide copy dog breeding licences. I suggested that the issue be dealt with as a group, as this should save time for all involved and hopefully clarify the issues for everyone. The ICO have now responded to indicate that they are prepared to deal with the complaints as a group. The original complaint has not been allocated to a caseworker yet. The ICO have instructed me to wait for the original complaint to be allocated to a caseworker and then provide details of all similar complaints to them.

I am writing to let you know that whilst I am not lodging a formal complaint with the ICO today I will be including details of this matter in the group complaint to the ICO.

For avoidance of doubt I do not consider that the matter has been concluded. The ICO has indicated that it may take a number of months for the case to be allocated to a caseworker so it is likely that there will be a delay in you being contacted by the ICO.

Yours sincerely,

Martina
