Does this not offend public decency?

The request was refused by Liverpool Hope University.

Dear Liverpool Hope University,

Further to my recent FOI that is currently under an internal review request.

Having received correspondence from our MP in which the Police have stated to him that the Police action was taken on allegations made by myself. A copy was faxed for your reference on the 18th November.

One of the allegations being that your Senior Social Work lecturer had been supplying cigarettes to an emotionally vulnerable minor secretively behind the parents back.

This was based on the fact that her partner also Head of her department dropped a "gaff" by disclosing the fact to me when I went round to confront her.

Without any knowledge of her secretive behaviour and based on the partners disclosure I wrote of my concerns to Social Services. Who days later invited me to a meeting where our daughter in the presence of an experienced youth care worker confirmed this fact to be true.

Also because of the concerns of some of the nursing staff and a Social Care Worker I was tipped off that it was recorded in medical notes regarding visiting. Which was confirmed when I obtained them under a FOI request.

My questions are,

a) When these facts have been put to the University, from official sources. Has the University no concern that this person is in an influential position in front of young students?

b) Considering the drive to discourage individuals and particularly children from smoking. Do the University encourage and/or have a policy on Social responsibility?

I will also ask this question which is relevant but you are hardly wanting the public to know about these facts.

If you were to disclose these facts openly do you not think both potential fee paying students and their parents would be concerned as the behaviour goes against the ethos of caring social work?

Dear Mr Ebbs,
I have considered carefully your Freedom of Information request of 8th
December 2011 and am issuing a Refusal Notice under Section 14(1) of the
Freedom of Information Act 2000 as I view this request as vexatious.
You can ask for a review of this decision which would normally be
undertaken by me. As I have made this original decision, if you submit a
request for a review to me, I will pass it on to one of the Pro
Vice-Chancellors to review. 
If you are still dissatisfied after the internal review, you may appeal to
the Information Commissioner.

Dear Liverpool Hope University,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Liverpool Hope University's handling of my FOI request 'Does this not offend public decency?'.

Far from being vexatious it is a request for information regarding the concerning behaviour of your Senior Social Work lecturer. The very subject of Social Work is a very contentious public issue.

My opinion is that you have treated this issue with contempt as illustrated in your response "the university has received no complaints or information other than those from you. These have not been supported by evidence".

As you are aware following a formal request by me to Social Services to fully investigate the actions of this womans concerning and highly questionable behaviour.

The University has previously been supplied with the recommendations of Social Services and the resultant Police action.

In my opinion it is in the public interest that parents and potential students are made aware of this sort of conduct as they may wish to make an informed choice as to the integrity of this lecturer should they be contemplating studying this subject.

It is a matter of concern that in an influential position of educating young students and our future social workers, that her actions go sickeningly against the subject matter being taught.
