Does the following constitute maladministration

A Butcher made this Freedom of Information request to Department for Work and Pensions

Dear Sir or Madam,

Please could you tell me if the following constitutes maladministrtion on behalf of the CSA\CMEC. A simple Yes or No is suffice.

1. Taking a year to complete an assessment against an NRP despite having contact details on file and making no attempt to contact them in writing or otherwise.

2. Approaching an NRPs employer for information before writing to the NRP at the address held on file.

3. Opening a CSA case in 2001 against a potential 16 year old NRP whose mother was in receipt of child benefit for him without first giving a face to face interview.

4. Giving an unedited submission pack to a PWC containing the following information which was previously unknown to the PWC regarding an NRP.

private home address
national insurance number
employers business name
employers business address
staff names at employers business
the sum outstanding on mortgage
the amount paid per month on a mortgage
All of the NRPs monthly expenditure

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Does the following constitute maladministration'.

I do not agree that the information I have requested is “asking for your opinion”.
The CSA is either within its rights to perform the matters labelled in points 1-4 of my original request or it is not; in which case it is mal-administration on the CSA\CMEC’s behalf.

The details with the special payments guide should show that the mentioned points are infact either legitimate CSA actions or CSA mistakes and I would like you to consider my points in relation to your special payments guide.

For example in point 1 of my original request:

“Taking a year to complete an assessment against an NRP despite having contact
details on file and making no attempt to contact them in writing or otherwise.”

This is either correct CSA procedure or it is not. Is taking a year to complete an assessment without any effort deemed to be acceptable by the CSA. My opinion is it isn't. However I request not your opinion but your official position on points 1-4 based on your rules,regulations and special payments guide.
