Does PhonepayPlus mandate that Mobile Operators to offer an opt-out option for the Payforit payment service?

Dear PhonepayPlus Limited,

As I understand, UK Mobile Operators automatically opt-in their mobile subscribers to the Payforit Payment Service. As the Payforit watchdog, I would like to know if PhonepayPlus mandates / recommends that Mobile Operators should provide an opt-out facility to their mobile subscribers to that they are able to totally opt-out of the Payforit service such that no Payforit payments can be made on their bill / prepaid credit?
In addition does PhonepayPlus mandate that Mobile Operators should inform their mobile subscribers that when they start a new contract / buy a new prepaid sim, they are also automatically enrolled for 3rd Party Charges via the Payforit payment service and authorise the mobile operator to pass on their MSISDN to any such 3rd Party to retrieve payment?
