In a statement in response to a petition to Parliament headed "Scrap car parking charges at NHS Hospitals in England" (please see https://petition.parliament.uk/petitions...), amongst other things your department stated the following:

"Since introducing free parking at hospitals, Scotland and Wales have seen other issues arise, such as illegitimate use and a lack of spaces."

Pursuant to the Freedom of Information Act 2000, please provide suitably redacted copies of the documents that were sourced in order to support this statement.

On 30th July 2018 I sought clarification of the reply to my FoI request and requested that the department confirm receipt of my communication. Neither has been forthcoming. This is unacceptable.

Dear Ms Carter,

I do not understand why the department has decided to treat my request for clarification of my original FoI request as an entirely new FoI request, when it is clear that the information I am seeking by way of clarification is the subject of my original FoI request.

Also you state "The purpose of an internal review is to assess how your original FOI request was handled in the first instance, and to determine whether the decision given to you was correct. As you are awaiting a further response relating to your original request, I will not be conducting an internal review at this stage."

It appears that on the one hand you are saying that I must await a response to my original request before conducting an internal review, but on the other hand my original request has been replaced with another FoI request I made on 30th July. So which is it?

(a) Will the response I receive be further information in relation to my original request (your ref: FOI-1138937), in which case I will wait to consider whether an internal review is necessary or;

(b) will the response I receive be information provided pursuant to a new FoI request (your ref: FOI-1143193), in which case my original request must be considered closed and you should immediately consider my request for an internal review into how it was handled?

Dear Mr Baker,

Thank you for your further correspondence of 30 July about car parking
charges at NHS hospitals. I have been asked to reply.

 

As indicated in our reply to you of 26 July (our reference FOI-1138937),
the experience of NHS car park users is a matter of public record, and
there are numerous media reports about this issue, with the link we
provided being essentially ‘typical’ of such news articles. If you wish to
find out more about NHS car parking policies in other parts of the UK, you
will need to approach the other UK health departments directly.
