worth following-up with them to see why they can't scan the documents. They're bound to have a scanner somewhere...even one which is capable of handling large quantities quickly.

I don't feel comfortable putting my postal address on a public forum for everybody to see (even if the WDTK webmaster can black it out). I chose to submit my request on this forum so other people would have the opportunity to see your reply.
I am content for you to scan the documents and send them to me in batches if there are too many to e-mail in one submission.
Alternatively, as part of the Transparency Framework set up the coalition government, I am sure you can upload the documents to either the FCO or data.gov website instead of posting them to me.

We have reviewed all the documents relating to your request and will be

However, as explained in our previous email the document package is too
large to send in an email and we will require a postal address in order to
send these documents to you. Article 11 of the Freedom of Information Act
2000 provides under subsection 1 that the public authority shall so far as
reasonably practicable give effect to the preference of the requester
(regarding communication of the information). Additionally, Article 11,
subsection 4 states that `[subject to subsection (1), a public authority
may comply with a request by communicating information by any means which
are reasonable in the circumstances.' Posting the documents is the most
appropriate way forward.
We fully appreciate that you do not want to release your private contact
details in a public forum. Please could you contact us directly at

and under the Data Protection Act your details will not be shared with any
third party once received by us.

There is no reason for you to keep extending the sdeadline for when you propose to send me the information I have requested. Under FOIA you have 20 additional working days to extend the deadline to carry out a PIT. I believe you are now up to 80.

It has taken the FCO 20 days to inform me that they realise they need to carry out a Public Interest Test to see if they can release the documents I have requested. It's clear this is a time-wasting tactic - after all a public authority must reply promptly if they have to carry out a PIT, not wait until the 20 working days are up!
