This is a FOI request related to the Children’s Safeguarding Profiling System. This is a predictive risk model used in least in the council’s Troubled Families. It is described in the council’s privacy notice:

In the following request the Children’s Safeguarding Profiling System is referred to simple as the “the system”.

As it is difficult for me to assess how much work it is for you to find this information, I am posing many questions at once. If the request as a whole exceeds appropriate cost limit for FOIs (Section 12 of the FOIA), could you please prioritise my questions in the order at which I have presented them.

Could you please supply the following:

1. If part of the system is being delivered through a contract with an external suppliers, please provide your most recent contracts with the providers.
2. The most recent evaluations of the functioning and impact of the system.
3. The most recent operational reviews of the system.
4. Instructional materials and technical manuals for operating the system.
5. Privacy impact assessments of the system.
6. Data sharing agreements related to the system.
7. Any studies or other documentation describing possible biases or unfairness in the system’s results.
8. Any reports about the accuracy or validity of the system’s results.
9. Any local settings, factors or weightings that you are applying when using the system.

Thank you for your request about the Children’s Safeguarding Profiling
System. We apologise for the delay in responding to this request.

 

Below are your questions with our responses in-line.

 

1.            If part of the system is being delivered through a contract
with an external suppliers, please provide your most recent contracts with
the providers.

London Borough of Hackney is working with Xantura as a development
partner. Because of this, we believe that it would be damaging to
Xantura’s commercial interests to have the financial details of our
agreement made public. We believe that the public benefit of knowing the
financial details is in this case outweighed by the need to protect their
interests and, by extension, those of Hackney in developing the project.
We therefore exempt this part of your request under Section 43 of the
Freedom of Information Act.

 

2.            The most recent evaluations of the functioning and impact of
the system.

The evaluation process is iterative and the validations of the system’s
functions are ongoing The performance of the predictive aspects of the
system have been tested statistically and are currently being piloted in a
live setting.

 

3.            The most recent operational reviews of the system.

As the system is still in pilot phase, we do not hold any operational
reviews.

 

4.            Instructional materials and technical manuals for operating
the system.

Xantura and London Borough of Hackney are working together to develop the
system as development partners, but Xantura anticipates operating on a
commercial basis. We believe that to reveal detailed workings of the
system would be damaging to their commercial interests and, while the
project is in pilot phase, of limited public use. We therefore believe
that the public interest in seeing any operating manuals is outweighed by
Xantura’s commercial interests and exempt this part of the request under
Section 43 of the Freedom of Information Act.

 

5.            Privacy impact assessments of the system.

This is attached.

 

6.            Data sharing agreements related to the system.

London Borough of Hackney completed data sharing checklists for a large
number of different datasets used in the system. The completed checklists
contain information that was used in the configuration of the system and
which Xantura consider to be part of their intellectual property. On
consideration, London Borough of Hackney consider that their commercial
interests would be damaged by release of the data and that this damage
does outweigh the public right to know. We therefore exempt this part of
the question under Section 43 of the Freedom of Information Act. However,
we have attached a blank checklist which outlines the questions that each
data owner had to consider before being signed off by the Information
Management Team.

 

7.            Any studies or other documentation describing possible
biases or unfairness in the system’s results.

There are no completed studies as yet, as the system is still in
development.

 

8.            Any reports about the accuracy or validity of the system’s
results.

There is currently no overall report into the accuracy  and validity of
the system result, although this is being evaluated constantly, and the
system is being refined on an iterative basis.

 

9.            Any local settings, factors or weightings that you are
applying when using the system.

Each iteration of the system generates models specific to the client. All
statistical weightings are unique to the local authority in question.
