Dear Chichester District Council,

This is a FOI request related to the Risk Based Verification system. Chichester applies the system to have different levels of checks according to the risk associated with those benefit claims. Chichester’s use of the system is described in this system:

In the following request the Risk Based Verification system is referred to simple as the “the system”.

As it is difficult for me to assess how much work it is for you to find this information, I am posing many questions at once. If the request as a whole exceeds appropriate cost limit for FOIs (Section 12 of the FOIA), could you please prioritise my questions in the order at which I have presented them.

Could you please supply the following:

1. Privacy impact assessments of the system.
2. Data sharing agreements related to the system.
3. If part of the system is being delivered through a contract with an external suppliers, please provide your most recent contracts with the providers.
4. The most recent evaluations of the functioning and impact of the system.
5. The most recent operational reviews of the system.
6. Instructional materials and technical manuals for operating the system.
7. Any studies or other documentation describing possible biases or unfairness in the system’s results.
8. Any reports about the accuracy or validity of the system’s results.
9. Any local settings, factors or weightings that you are applying when using the system.

Thank you for your email of the 15^th January, apologies for the delay in
getting back to you, this has been a particularly busy period for us and I
needed to seek advice with regard to your request. You request documents
relating to the Council’s newly adopted Risk Based Verification (RBV)
scheme.

 

Following a public interest assessment it has been decided that this
information is exempt under Sections 30 (investigations and proceedings
conducted by public authorities) and 31 (law enforcement) of the Freedom
of Information Act. In both cases the public interest in maintaining the
exemptions outweighs the public interest in disclosing the information.
Therefore regretfully I am unable to provide you with the requested
documentation.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to Paul Over, Executive Director
of Support Services and the Economy.
