Following receipt of your request, searches were conducted by Sandwell and
West Birmingham Hospitals NHS Trust to locate information relevant to your

In response to the below FOI, please find attached the latest (and indeed
last) Independent Testers report produced by Mott Macdonald in February
2018. Additional context to accompany the reply as follows:

 

Under the original MMH PF2 contract, Mott Macdonald were jointly appointed
by both the Trust and The Hospital Company (Sandwell)  - the former
ProjectCo – to undertake the Independent Tester role for the construction
sub-contract works being undertaken by Carillion. This role required Mott
Macdonald to interdependently review all aspects of the construction
works, notably the compliance of design and the quality / compliance of
the constructed works.

 

Mott Macdonald duly produced a monthly report summarising their findings
and observations for the information of both the Trust and ProjectCo. In
specific regard to quality of works undertaken by Carillion, reference
should be made to the Observation Log included within appendix B of the
attached report. This was a live register of any potential issues noted by
the IT during their inspections and the response / measures taken by
Carillion in order to address.

 

It should be noted that is it absolutely normal practise for a contractors
to have a live list of observations that are actively being worked through
in conjunction with the IT throughout the lifespan of a major construction
project. None of the observations raised by Mott Macdonald either within
or prior to this report were deemed to be of a significant nature. In the
period since the production of this final report, a number of the
outstanding observations have been addressed by Balfour Beatty in their
role as early Works Contractor and any remainder will be addressed within
the scope of the subsequent main contract works (procurement ongoing).
