Thank you for your request for information below.Please accept my sincere
apologies for the slight delay in responding to you; I appreciate that the
Council has not complied with statutory timescales on this occasion.

 

1) Dates upon which Kent County Council traded through Kent on Canvas,
Kent on Canvas Ltd, Kent Cultural Trading Ltd: Kent on Canvas traded from
September 2008 until June 2009 when it ceased because of legal
challenge. Kent Cultural Trading Limited was registered at Companies House
on 20th July 2010 and began operating September 2011. Kent on Canvas
Limited was registered at Companies House on 14th March 2011 but has not
been operational apart from providing a few canvases within KCC . 

    
2) With dates, documents and information which demonstrate use
of “function-related activities” of Kent on Canvas, Kent on Canvas Ltd,
Kent Cultural Trading Ltd: Advice from Selina Fellows demonstrated that
within the scope of Kent’s functions, there was an opportunity to pursue
related activities. This then led to a business case for Kent on Canvas.
Given that basis, both documents implicitly demonstrate the rationale for
function related activities. Kent on Canvas Ltd, Kent Cultural Trading Ltd
are separate legal entities which allow the companies to trade without
needing to prove function-related activities.
    
3) With dates, documents and information which demonstrate use of
the power of the authority in relation to Kent on Canvas,  Kent on Canvas
Ltd, Kent Cultural Trading Ltd, to provide employees, goods, services and
accommodation to any person in order to promote the economic,
environmental, and social well being of the area: All key decisions
relating to Kent on Canvas, kent on Canvas Ltd, Kent Cultural Trading Ltd
are available on [1]www.kent.gov.uk. Apart from the decisions to setup the
companies, KCC has not exercised any other power or authority in relation
to the companies. Kent Cultural Trading Ltd, Kent on Canvas and Kent on
Canvas Ltd were not setup to provide employees, goods, resources or
accommodation to any person, in order to promote the economic,
environmental and social well being of the area.
