Documentation Disabled Facilities Grant
Dear Elmbridge Borough Council,
During the process of my DFG application i was given no choice of materials, colours, layout and not kept informed at every stage of the process of my bathroom adaption that i should have had under the government guidelines.
When i queered this as the Client i was informed in writing- by Helen Emin
CARE Team Manager the following :
" The choice of materials that are used within our level access shower adaptations have been carefully perfected over the years to provide the best possible adaptations for the client, we have also developed our standard specifications"
I requested this aforementioned list of all the materials and specification that are on the approved list so I can have some choice. I was told flatly from the same person "We do not intend to provide any further documentation"
Could you please treat my request for the information below as a formal request under the Freedom of Information Act 2000.
All lists for approved standard specifications and approved materials for all DFG grant applications .
I was also told i can do the application myself but in the words of Helen Emin " if i dont like it i wont approve it " Hence i need this list
Yours faithfully,
Stephen McCulloch

Dear Mr McCulloch
Please see my response to your freedom of information request
We have a generic list of specifications, which are then tailored to an
individual’s needs and the site conditions present at the property.
The specifications prepared are for internal use only and are intellectual
property, these are provided within the Care and Repair service which is a
chargeable service. The technical specification and drawings are
provided to the Approved Contractors to tender and return within a set
timescale.
You have already been provided with a drawing and list of materials for
the adaptation work necessary.
“The Council operates a presumption of openness in its access to
information. It provides much information outside the provisions of the
Freedom of Information Act and it will continue to do on a “business as
usual” basis. Persons do not need to engage the statutory provisions to
access all reasonable information about the Council and its services.
If, for whatever reason, you are unhappy with our response, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to the Law Practice Manager,
Elmbridge Borough Council, Civic Centre, High Street, Esher, Surrey KT10
9SD.
Should you then remain dissatisfied at the outcome of that process, you
are entitled to appeal against the decision by contacting:
The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.
Telephone: 0303 123 1113 or 01625 545 745
