Documentary Evidence of right to create law

Dear House of Commons,

On your website in many places you claim the right to be the supreme creator of law which is binding on whom so ever you wish.

Please provide from your records the evidence which creates this belief.

Your website does confirm Parliament as the sovereign legislative body, but I cannot find any documentary evidence of Parliament having authority to create binding law. This is needed as part of my law degree for my reasoned arguments.

I don't need legal advice and am simply asking for the document that creates this believed right, which according to Halsbury's Laws of England is merely a theory.

House of Commons to be provided with recorded evidence of Parliament
“having authority to create binding law”.

 

In the first instance, and as explained to you previously, the Freedom of
Information Act 2000 (FOIA) only gives you the right to request access to
recorded information which may be held by a public authority.

 

However, a significant amount of expert legal knowledge would be required
to identify which of the records we hold will answer your request. Like
any public authority, the House of Commons has a duty to provide a
requester with advice and assistance as far as it is reasonable, but our
obligation does not extend to us having to first getting legal advice to
locate the information you require. 

 

You may wish to get this help from a solicitor, barrister or other
suitably qualified legal professional.  Once you have identified the
specific records you require, you could acquire it from publicly available
sources such as [1]https://www.legislation.gov.uk/ or request this
information from us.

 

 

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information
