I am writing to request an internal review of Ministry of Defence's handling of my FOI request 'Document "JSP900: UK Targeting Policy". Editions, dates, and policy changes.'.

On 5 June 2019 the MoD responded to an Internal review my earlier FOI request (FOI2018/12834) for "JSP 900. UK Targeting Policy. Edition II (September 2015)" .

In paragraph 8 of that MoD Internal Review response the 2015 document was described as "an earlier version" of UK targeting policy. However in the MoD response to this current request received today, no versions of the document are listed that are produced later than that of September 2015.
These appear to be inconsistent responses. Please review the statements and explain their inconsistency.

If the current UK Targeting Policy document has a different title, please assist me under Section 16 of FOIA and provide the title of this current document.

The response received today identifies the USA as the country that has provided information used in the targeting document. For this reason it is argued that Section 27 is engaged.

However as the MoD will be aware from reports from the APPG on Drones and the UK Parliament Joint Committee on Human Rights, amongst others, it is a concern with the lack of clarity over the UK relationship with US targeting that has led expert to call for the publication of JSP 900 - UK Targeting Policy.

When parliamentary scrutiny committees warn of possible UK criminal complicity in US serious violations of international law, and are obstructed in their investigations by government, there is clearly a public interest in disclosure that has greater weight than protecting UK relations with the USA.

For the MoD to knowingly withhold information from public and parliamentary scrutiny places fundamental democratic principles of UK parliamentary sovereignty, and the UK reputation as a state that abides by it international obligations in question . The overriding public interest grounds for disclosure of these documents are therefore clear.
