Thank you for your email dated 4 October 2019 in which you ask to know why Dr Lindsey Fowler (3588033) relinquished registration in 2010 and if there were any fitness to practice/capacity issues. I've considered your request under the Freedom of Information Act 2000 (FOIA).

I am writing to confirm that I cannot provide the information you have requested because it would breach data protection legislation to do so.

Section 40(2), by virtue of section 40(3A)(a) of the FOIA applies where the information is the personal data of a third party and where releasing the information would breach any of the principles relating to the processing of personal data listed at Article 5 of the General Data Protection Regulation (GDPR). In this instance, disclosure would breach the first principle, which requires the processing of information to be lawful, fair and transparent. I do not believe that any of the legal bases for processing listed at Article 6 of the GDPR are met and therefore giving you the information would be unlawful.

Publicly available information about a doctor's registration is on our List of Registered Medical Practitioners (LRMP), which can be found on our website: www.gmc-uk.org. The LRMP lets you check a doctor's registration status and information about a doctor's fitness to practice history. Dr Fowler's LRMP record shows that they have no action on their registration prior to it being relinquished.
