DLR Platform Mirrors
Dear Transport for London,
Please answer the following questions relating to the Docklands Light Railway getting information from Keolis Amey Docklands if necessary.
1. How many platform mirrors as of 20/10/2021 are non conforming.
Many mirrors are now non comforming because of an update to safe dispatch of trains procedure to include the train dispatch corridor and to conform with industry best practice and guidance from the RSSB.
However TfL / LU have stated that:
"Whilst LU does work closely with Rail Safety and Standards Board (RSSB),
we do not follow all of their standards as they are primarily for the
mainline and not an underground metro system" (previous freedom of information request)
2. Detail why you haven chosen to adopt this standard on the DLR metro system given TfL / LU does not think it is appropriate.
3. Detail why you have chosen to adopt this standard given 90% of platform mirrors do not show the full train dispatch corridor.
4. Detail why you have chosen to adopt this standard given the fact that staff on trains now have to dispatch trains from doors and this will increase their exposure to Covid during busy times. Provide risk assessment.
5. Give a timeline for all mirrors to be conforming.

Thank you once again for your request asking for information about DLR

Your request will be processed in accordance with the requirements of the
Freedom of Information Act and our information access policy.
As previously stated, we do not hold this information as it is held by
Keolis Amey Docklands (KAD) who operate the DLR.
Our previous response also stated that while London Underground work
closely with the Rail Safety and Standards Board (RSSB), we do not follow
all of their standards as they are primarily for the mainline and not an
underground metro system. The DLR is a light-railway and is largely
overground and does not share any track with the London Underground,
therefore there are different requirements for each service.
We take the safety of all our passengers seriously and KAD ensure that all
necessary safety measures are installed in order to operate a safe
service. The platform-train interface is a key risk area controlled by KAD
as the Transport Undertaking under The Railways and Other Guided Transport
Systems (Safety) Regulations 2006 (ROGS regulations), however, TfL
monitors all safety performance and incidents which occur on the railway
and seeks assurance from KAD where required to demonstrate safe
operations at all times.
