Distribution of Ward committee funds

Dear City of York Council,

On 31st July, using powers delegated to officials, the York Council decided how to apportion a budget of £249,998 to be spent in each of the City's 21 wards. The background report said "the final decision was to use IMD deprivation data given the indicators included weighted in this configuration:
 Income Deprivation (22.5%)
 Employment Deprivation (22.5%)
 Education, Skills and Training Deprivation (13.5%)
 Health Deprivation and Disability (13.5%)
 Crime (9.3%)
 Barriers to Housing and Services (9.3%)
 Living Environment Deprivation (9.3%)"

Only the final allocations were per ward were published

Please provide for each ward the numerics behind the allocations exemplifying the formulae used to create each weighted indicies.

A spreadsheet format response would be acceptable

with your information request.  You are concerned that the Council has not
responded to your request within the statutory time scale.
 
On review, it appears that the Council has not provided you with a
response with the statutory time scale.  I apologise for this.
 
I have now asked the service area to respond to your request as a matter
of priority.
 
The Council has a robust monitoring system in place to help ensure time
scales are met.  Council Officers also work hard to ensure the Council
meets statutory obligations.  Unfortunately, on limited occasions, meeting
timescales is not possible.  When this happens, late responses are logged,
reported on,   and feed into performance reviews, which allow us to take
steps, where necessary, to improve our processes.

Dear City of York Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of City of York Council's handling of my FOI request 'Distribution of Ward committee funds'.

A response to this request is now 1 month overdue. The Council has now determined its position in the allocations for 2023/24. Yet copies of the raw input data and distribution formulae used have not still not been published. If I do not receive a response to my request within 7 days I will refer the matter to the ICO.

Dear Mr Galloway
Apologies about the slowness of CYC response to your FOI. Your request has
asked for workings that has been behind the IMD deprivation (and
constituent parts) and how this has been applied to the ward committee
funding.
 
The paper that you are referring to included information on how the
overall Index of Multiple Deprivation score is created from its
constituent parts (22.5% income etc). This was included to illustrate the
standard methodology for how the Index of Multiple Deprivation is created,
as this would not be known to all readers, and is a question that we are
regularly asked. No calculations were made on the individuals components
of IMD, rather as per the paper, a final IMD score was used to allocate
funding.
 
We have included the table of workings as an Excel, which includes IMD
ward scores to funding calculations for clarity. To confirm of the
c.£250k, £145k was allocated on deprivation and c.£105k was allocated on
basis of number of Councillors (thereby including a relationship to
population).
 
Hopefully this answers your question, and apologies again about the
