Distinction between white and blue speed camera signs

Will you please tell me the difference between white speed camera signs, and blue ones (which always stipulate the speed limit on the sign, whilst the former do not). Is there a legal requirement, prior to any active speed camera, to display a blue one? An explanation between the functions of the two would be greatly appreciated

Speed camera signs are prescribed in diagrams 878, 879, 880 and 880.1 in
the Traffic Signs Regulations and General Directions 2002 and as amended

These signs are informatory and may be placed in advance of a camera;
