You have requested the following information:

 

copies of any dispensations that have at any time been agreed between any
department/official of the House of Commons and HMRC and:

    

     (1) are currently in force; or

     (2) are no longer in force but were in force on 31 March 2009

 

The copies of dispensations we hold are as follows:

(1)   Night subsistence allowance of £30 paid to Members of Parliament and
Officers of the Houses of Parliament, United Kingdom Travel and
Subsistence, Business Entertaining, Professional Subscriptions, and
Business use of Government Procurement Cards which are currently in force.

(2)   As at 31 March 2009, the House of Commons also had a dispensation
relating to Special Security Measures, which has since been revoked.

 

In practice, Members and staff of select committees who participate in
visits which require an overnight stay now normally have the actual costs
of any meals and refreshments reimbursed (subject to limits) rather being
given a flat £30.00 24-hour allowance. Expenses are reimbursed only on
production of receipts and must not include the cost of alcohol. 

 

Third party personal data (names and signatures) has been removed from the
attached copies of dispensations. This information is exempt by virtue of
section 40 (2) of the Freedom of Information Act 2000 (the exemption for
personal information), as disclosure of this information to the public
generally, in the House’s view, would not be consistent with data
protection principles in the Data Protection Act 1998 (DPA). This is an
absolute exemption and the public interest test does not apply.

 

You may, if dissatisfied with the treatment of your request, ask the House
of Commons to conduct an internal review of this decision. Requests for
internal review should be addressed to: Freedom of Information Officer,

[House of Commons request email]. Please ensure that you specify the nature of
your complaint and any arguments or points that you wish to make.
