Further to my confirmation of your Freedom of Information request, I would
like to clarify one point.
 
We have conducted a search of our correspondence and there is a large
amount of correspondence, back and forth, between HMRC and IPSA.
 
It is possible that a large quantity of the material may not be relevant
to your request.  In order to help provide you with relevant information,
it may be helpful if you can clarify your request.  Are you requesting
information on dispensations in reference to a particular expenditure
category (e.g. are you only interested in receiving information on
dispensations for staffing) and can you confirm which financial year you
would like the request to cover?

Please accept my apologies for our late response to your email.
 
The redaction you refer to was made as the information is third party data
and is not on the subject of dispensations.  Section 40(2) provides that
personal data about third parties is exempt information if one of the
conditions set out in section 40(3) is satisfied. Under the FOI Act
disclosure of this information would breach the fair processing principle
(Principle 1) of the Data Protection Act 1998 (DPA), where it would be
unfair to those persons or is confidential.  I am sorry that this was not
included in the original response.
 
I attach the missing attachment.

Please can you confirm that:

(i) There is no way to release any part of the redacted data hidden by the large black rectangle ("the black box") in a form that would not be linked to identifiable individuals
(ii) I have exhausted the IPSA internal review process with respect to the black box

I would also be grateful if you could explain as clearly as possible what information is in the black box e.g.

[name] [email address] [date of birth in the form dd/mm/yy]

This explanation will assist me in taking the matter up with the ICO.

The paragraph related to a specific query on an unrelated topic.  I can
