Dear Cheshire Constabulary / John Gannon

in 1997 Nassem Malik a Commissioner with the Independent Police Complaints Commission satisfied herself Detective Chief Inspector David Finlay did commit a number of serious criminal offences including, blackmailing his victims, assaulting his victims, causing his victims mental harm, conspiracy to pervert the course of justice, and misconduct in public office. For reasons yet to be made clear Cheshire Constabulary elected not to arrest and subject Finlay to a criminal investigation - I am aware none of Commissioner Malik's evidence was made available to the Cheshire and Mereseyside Crown Prosecution Service - In real terms this was a unlawful cover up !

Please confirm how many times Finlay blackmailed members of the public
Please confirm how many times Finlay assaulted members of the public.
Please confirm how many times Finlay caused members of the public mental harm.
Please confirm how many times Finlay perverted the course of justice.

It would be completely irrational for any reasonably minded independent person to believe Finlay's victims would not have protested their innocence -
Please confirm how many of those innocent victims made formal complaints.
Please confirm how many of those complaints were dealt with by the forces Professional Standards Dept.
Please confirm how many of those complaints were upheld.
