Discrimination Dictating State Entitlements submitted again July 2019

Waiting for an internal review by HM Revenue and Customs of their handling of this request.

Dear HM Revenue and Customs,

This is not a new FOI query. You offered no response to the last so, unclear your reason, I initiating new query. The original query was entitled: Discrimination Dictating State Entitlements - To HM Revenue and Customs - 25 September 2017

Some years ago, I experienced considerable discriminatory difficulties securing unemployment entitlement. Although born here in the UK, I am not white. Those responsible, I'm guessing racist Job Centre staff, not satisfied with denying me entitlement, also refused to allow me to sign for National insurance stamps. The situation was never resolved and I've been menaced in response to complaints and protests.

Are you aware such criminal activities are carried out for reasons of both racism and financial (or other tangible) reward? That's to say, persecuting ethnic minorities is effectively encouraged within the local community as a means to financial gain (I go without entitlement and those frustrating my entitlement monies are rewarded in some way). Do you hold any information on the same?

Do you care to learn about such things (illegal redistribution of state monies) or is it a matter for some other government office?

Under Section 16 of the same Act, you are obliged to provide advice and assistance. Would you kindly afford me the same?
