This is a FOI query

WITHOUT PREJUDICE, IF YOU WOULD:

Some years ago, I experienced considerable difficulties (discriminatory) securing unemployment entitlement. Although born here in the UK, I am not white. Those responsible, I'm guessing racist Job Centre staff, not satisfied with denying me entitlement, also refused to allow me to sign for National insurance stamps. The situation was never resolved and I've been menaced in response to complaints and protests.

Are you aware such criminal activities are carried out for reasons of both racism and financial (or other tangible) reward?That's to say, persecuting ethnic minorities is effectively encouraged within the local community as a means to financial gain (I go without entitlement and those frustrating my entitlement monies are rewarded in some way). Do you hold any information on the same?

Do you care to learn about such things (illegal redistribution of state monies) or is it a matter for some other government office?

You draw attention to rules supporting your decision not to offer response; you require a name. Were you to refer to all regulatory material no doubt you'd find rules supporting my position: in some circumstances divulging personal info is not desirable and does not assist and may in fact prejudice the applicant.

Regarding,Information requested: any document owned by HMRC (HMRC being the information owners) which identifies HMRC responsibilities in dealing with illegal redistribution of state monies when carried out for reasons of both racism and financial (or other tangible) reward?
