What is the reason for this discrepancy?.
To locate the information relevant to your request searches were conducted
at SO15 Counter Terrorism Command.

Before I explain the decisions I have made in relation to your request, I
thought that it would be helpful to outline the parameters set out by the
Freedom of Information Act 2000 (the Act) within which a request for
information can be answered.

The Freedom of Information Act 2000 creates a statutory right of access to
information held by public authorities. A public authority in receipt of a
request must, if permitted, state under Section 1(a) of the Act, whether
it holds the requested information and, if held, then communicate that
information to the applicant under Section 1(b) of the Act.

The right of access to information is not without exception and is subject
to a number of exemptions which are designed to enable public authorities
to withhold information that is unsuitable for release. Importantly the
Act is designed to place information into the public domain, that is, once
access to information is granted to one person under the Act, it is then
considered public information and must be communicated to any individual
should a request be received.

There is a standard Trawl form that is completed when any CCTV footage is
taken and on the form relevant to the CCTV from Liverpool Street it has
been noted by the officer who was responsible for the collection of the
CCTV that the time on the system was running 1 hour and 3 minutes slow.

I am advised that this particular issue was raised during the inquest and
the Coroner accepted the explanation given. The relevant extract is as
follows:

5 A. This footage will show the frontal view of the 204 train
6 number, Circle Line train pulling into Liverpool Street
7 station, and it's coming towards the camera at the
8 moment.
9 Q. Officer, this is Liverpool Street. It stands to reason
10 that the bomb, if it entered the train at King's Cross,
11 is already on that train.
12 A. That's correct, sir, yes.
13 Q. As is the bomber.
14 A. That's correct. This image shows the last -- the first
15 carriage, the last entrance gate before the second
16 carriage of the train.
17 Q. The timing in the top left-hand corner, although the
18 CCTV itself shows 07.44, did your researches show that,
19 in fact, the CCTV system itself was one hour and three
20 minutes slow?
21 A. That's correct, sir, yes.
22 Q. So we mustn't be misled by that timing. The timing of
23 this is, in fact, 08.47 or thereabouts?
24 A. That's correct, sir.***
