Dear West Yorkshire Police (WYP),

On Monday 28th April, 2014 a training course was delivered at Garforth Police Station.

Please disclose, by way of the Freedom of Information Act, all relevant data held by WYP. This should include, but is not limited to, the following:

1. Time the course started and the time it ended.

2. Name of the training service provider.

3. Amount charged to WYP by the service provider, if it was an external supplier.

4. Subject matter of the training course.

5. Ranks, collar numbers of the delegates attending the course, broken down by gender and ethnicity.

Eg: Sergeant 123; Male; White British

6. Any training or coursework materials issued to the delegates.

7. Any credits given to delegates as a result of their attendance.

8. Data that supports the linking of this course to others similar to, or in sequence with, prior or future training.

However, the point is made that given a precise location and an accurate date it should be relatively straightforward for a police force to identify (and disclose) the requested materials.

Dear West Yorkshire Police (WYP),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of West Yorkshire Police's handling of my FOI request 'Operation *Pitonstoke'.

The grounds for complaint are:

1. Section 10 of the Act requires a response to an information request PROMPLY and, in any event within 20 working days.

2. Section 17 of the Act requires a refusal notice to be served within 20 working days if a public authority seeks to rely on any exemption in order not to disclose the requested information.

3. WYP is plainly in breach of both s10 and s17 and are invited to remedy the matters, as a matter of urgency.

4. It is noted that other information requests to WYP that were made on the same day as the instant request, or later, have been finalised. A reasonable inference being that this requester - well known to the senior management team within WYP - is being discriminated against.

5. The instant request is tightly drawn and would require comparatively little effort to facilitate disclosure.

6. As part of the internal review it is requested that WYP disclose to the wider world all internal and external email and/or letter correspondence relating to the fulfilment of this request. Up to, and including, the date of the disposal of the internal review. It is most respectully requested that this is NOT be viewed as an opportunity to delay the disclosure requested initially.

7. As a journalist, I am more acutely aware than most of the pressure on your Department. I am not unsympathetic, and try to assist, wherever I can, in reducing burden and conducting correspondence between us professionally, and cordially, as far as possible.

8. But it must be recognised, by WYP, that there is also a considerable burden being placed on me, by way of every information request requiring the drafting of an internal review request. All I ask is that I am treated fairly and my requests, which, invariably, and as you very probably know, have a serious and wider purpose, be taken at their face.

9. Nevertheless, I remain grateful for the disclosures that are made to me, following information requests to WYP, my home force, and, also, for the courteous manner in which the requests are always dealt with.

Dear Freedom of Information,

Further information has now come to light as a result of a former police officer reading this thread on the What Do They Know website.

It is said that the training at Garforth PS involved only two officers. One training the other. I have the names and collar numbers of both. Other than in the officers' PNB's it is very unlikely that a search by your department would retrieve any information about that process at all.

This one-to-one training preceded an event that was held at a nearby non-police venue. Both the officers referred to above were present. The topic of that event is now also known to me and I have been provided with sufficient detail to satisfy my enquiries, at least for the present time.

In summary, once you have issued a Section 17 'information not held' notice, this request can be closed.

Also, it is no longer necessary, or proportionate, to proceed with finalising the internal review. That can be regarded as withdrawn - and precious police resources can be allocated elsewhere.

I trust that you find this approach helpful and I am, of course, grateful for the assistance you have provided, so far.

It appears that the request which you refer to is FOI 4486/18, and not FOI 4847/18 as indicated in the subject field above;
