Would it be possible for you to provide me with the following information:

The total number of staff that are employed by LCC, as well as the total number of staff who would be eligible to have a Disclosure and Barring Service criminal record check.

Of the total number of staff who were eligible to have a DBS check, how many were subject to:

1. An enhanced DBS check
2. A standard DBS check
3. A basic DBS check.

Request for information under the Freedom of Information Act 2000

 

Further to your request for information, made under the provisions of the
above Act, please see below our response.

 

Request:

 

1.    The total number of staff that are employed by LCC, as well as the
total number of staff who would be eligible to have a Disclosure and
Barring Service criminal record check.

 

2.    Of the total number of staff who were eligible to have a DBS check,
how many were subject to:

 

a.    An enhanced DBS check

b.    A standard DBS check

c.     A basic DBS check.

 

Response:

 

1.    total number of staff who would be eligible to have a Disclosure and
Barring Service criminal record check – the only information we are able
to use to answer this is that positions held in Oracle have been flagged
by Corporate HR as 'requiring' a DBS clearance (however this is only an
indicator, the individual role would have to be considered to see if it
meets eligibility) and the number of staff assignments currently in these
positions is 12,005.

 

2.    total number of staff who were eligible to have a DBS check
(Category) – to respond to this we can only interrogate the data now held
in Oracle which was transferred from the old DBS database. Unfortunately
there are some issues with the quality of the data due to the 'outcomes'
having been reliant on managers providing the outcomes of the employee
checks as the DBS only provide the results direct to the applicant not the
employer.  Since we introduced the DBS online system, we now do receive
information which advises of the outcome but only in cases where no issues
have been identified. This information is then updated on Oracle.

In addition, whilst a position may be flagged as 'requiring' DBS, the
eligibility requirements for an individual to have a check undertaken are
quite complex and the actual activities undertaken by an individual may or
may not require them to have a DBS check in place which may then
contribute to the breakdown of information below.

 

Bearing in mind the above caveats, the information for the identified
12,005 staff assignments is as follows;

 

a.    An enhanced DBS check – 9,898

b.    A standard DBS check - 7

c.    A basic DBS check - 3
