Discharging Of Duties In A Safe And Responsible Way Also Gas Safety In Northern Ireland

Paul steward made this Freedom of Information request to Health and Safety Executive for Northern Ireland

This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was partially successful.

Dear Health and Safety Executive for Northern Ireland,

1. When is the current corporate plan going to be disclosed ?

2. Given that "HOW SAFE IS YOUR AREA" is not operational for Northern Ireland members of the public on the Gas Safe web site can HSENI disclose all the post code danger areas in relation to gas incidences to provide equality for our members of the public?

3 How can HSENI enforce the Northern Ireland Gas Order when the single member of staff who is allocated to gas is not Gas Safe registered but has a diploma in Health and Safety?

4. When a RIDDOR is received in relation to gas in a commercial property and it is transferred to our local councils in which this commercial premisses is allocated how can HSENI discharge their duty when they are aware that all of our councils in Northern Ireland are lacking is Gas Safety knowledge and non of our councils are Gas Safe registered?

5.In 2014 there were 2 HSENI inspectors and 1 Gas enforcement officer given the steep rise in registration and now in excess of 835 registered Gas Safe businesses in Northern Ireland and the amount of unsafe incidences on the increase in relation to gas why in 2018 do we only have 1 allocated inspector?

6. At outdoor and indoor events/concerts in all of our councils mobile gas catering wagons are simply not being tested or checked by our council for compliance of the Northern Ireland Gas Order this information was gathered by myself from FOI's to our councils what are HSENI going to do to ensure public safety becomes a prominent perch for hseni and place public safety at the forefront for all.

7 Do HSENI consider it a safe method of discharging their duties of responsibility to our councils in relation to commercial gas premisses and mobile catering wagons knowing that all our councils in Northern Ireland have limited gas safety knowledge and are also not Gas Safe registered?

8.Having our hseni gas allocated inspector Gas Safe registered would this not provide at least 1 employee with a coal face understanding of our industry and able to confidently and safely identify issues with some sort of professionalism and to serve the public in a knowledgeable and adequately qualified manor?

9. Why is it not mandatory that all our councils are Gas Safe Registered this will ensure at least 1 member of staff has a clear understanding in each council area this will provide a safer environment for all members of the public rather than the dangerous shambles which is currently operating?

10. when is the next meeting programmed between Gas Engineers and HSENI

Yours faithfully,

Paul steward

Dear DfE HSENI FOI,

This is yet again another attempt to conceal figures which should be disclosed in the public forum so HSENI can demonstrate they are honest and transparent.
I want the figures for Asbestos investigations to be disclosed so myself and our public can see how HSENI are dealing with this epidemic of deaths and these deaths are simply not swept under the table.
The financial input figures from HSENI speak for themselves £3,800 on Aspestos deaths and £880,000 spent on farming despite for every farming death 12 people die of Asbestos.
I believe HSENI are far from open and transparent and releasing these Asbestos investigation figure will simply demonstrate damning statistics.
I will forward communication to the Information Commissioner Office (ICO) casework for their judgement.

Yours sincerely,

Paul steward

Dear DfE HSENI FOI,

Please send me on the information as requested it has now past the 20 WORKING days response timeline and HSENI are in breach of section 10 (1) 24 & section 10 (1) 25.
HSENI have also not requested additional time to process my request either.

Failure to respond or comply will result in another submission to the ICO (information Commissioner’s Office) for their unbiased judgement.

It is in the HSENI interest to fully comply and in line with Parlimentary Ombudsmen Office legislation with Openess and Transparency.

Please provide me the information

Yours sincerely,

Paul steward
