Richman Leigh,

Dear Mr Secker,

Re: Freedom of Information Act Request ref:  LBH/10254420

Thank you for your request for information received on 10 September 2020,
in which you asked for the following:

How many households you discharged your homelessness duty for by placing
in permanent accommodation in:

1. The private sector in Haringey.

2. A permanent home outside London.

for the years 2018 and 2019.

My response is as follows:

1.    The figures in the second column include people not in temporary
accommodation (for households whose homelessness we prevented/ relieved).
The third column are for people who were homeless and in temporary
accommodation.

Left Left
TA - TA - Grand
Year No Yes Total
2018 100 82 182
2019 76 50 126
Grand 176 132 308
Total

2.    For the second part of your enquiry I have assumed that by
“permanent home” you meant social housing. In this event we housed:

·         One homeless household in 2018

·         Two homeless households in 2019

I very much hope that I have answered your enquiry but please let me know
if you have further questions or require further clarification.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, If so, please contact the

Dear Haringey Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Discharge of homelessness duty private sector and out of London 2018 and 2019'.

I don't understand the response. I asked how many households Haringey Council had discharged its homelessness duty to by placing in the private sector inside the borough. I don't understand the reference to temporary accommodation. If a council discharges its homeless duty by putting a family in private accommodation then that means it no longer has to house them somewhere else in the future unless they become homeless again. Did Haringey Council do this in 2018 and 2019? If so, with how many households in each year?

Secondly, I wanted to know how many households you have discharged your homeless duty with by placing outside the borough. In theory, you could do this by placing such households in private accommodation outside the borough and this could be permanent, not temporary. Did you do this with any families in 2018 and 2019? If so, how many? I am not only asking about households placed in social housing outside the borough. I would like to know about the number of private households as well, if any.

These are the two questions I was asking. Please could you update and clarify your response.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/d...

Dear FOI,

Thank you for your reply. I think the misunderstanding is that I am asking for the number of households permanently rehoused either into private accommodation in Haringey or out of the borough in any type of accommodation. By this, I mean people who are removed from the Housing Register. Under 4.6 of the Haringey Allocations policy it states that housing applications are cancelled:
'When the applicant has been housed through the Allocations Scheme or the homelessness duty has been discharged into the private sector.'

So the question is how many households in 2018 and 2019 were:
1. Rehoused permanently into the private sector in Haringey.
2. Rehoused permanently outside the borough.

where 'rehoused permanently' means losing any right to remain on the Housing Register. Could you confirm these figures, please?

Yours sincerely,

Jacob Secker

Richman Leigh,

Dear Mr Secker

I would like to thank you for the clarification. The information within
the response records the number of households housed in the private sector
only, where we have discharged our housing duty.

The answer to your first question remains the same for households rehoused
permanently in the private sector in Haringey:

Year No. of AST placements in Haringey
2018 182
2019 126
Grand Total 308

In terms of discharging our housing duty by placing households outside the
borough into private sector properties, the figures are as follows.

Year No. of AST placements Out of borough
2018 215
2019 175
Grand Total 390

I very much hope that this is clearer, now but do let me know if you have
any further questions.
