Dear Torfaen Council, [ Adult social Services],

CAVEAT
Setting aside financial eligibility criteria (as a distinct points of evaluation) but focussing on the decision making process based on a disabled person's request for direct Payments support of their home care support :
CONTEXT
1. My North torfaen wellbeing `team social worker informed me that my request for direct payments to support me living home alone as a hemiplegic stroke survivor would be discussed by the well-being team and evaluated against the "eligibility criteria" that my handicap needs match. As a service user making request for support from public funds I believe it is appropriate that I am able to have thithese question answered in clear terms :

QUESTION
1. what are the specific non -fiscal eligibility criteria that must be applied?
2 Is the magnitude /severity of an applicant’s disability & need evaluated as a threshold of need that maximises the classification of their entitlement to direct payments
3. What are the specific (dis)ability eligibility criteria used to evaluate a disabled resident’s entitlement / suitability to be awarded direct payments. what are the eligibility criteria and how arethese criteria proportionate to the character of their disability?
