I am writing to request an internal review of Greenwich Borough Council's handling of my FOI request 'Disabled people and LTN'.
On the 26th February 2022 I asked for a copy of a report and linked notes of a workshop Transport for All facilitated for you about LTNs and their impact on disabled people.
You told me hat there is a delay and promised in your last update to provide the information by 29th April. This date has now long passed and your response is long overdue.

I apologise for the unacceptable delay in this response to your message.
Our records show that a response was issued to your FOI request on 12^th
May 2022, after a number of holding responses explaining the delay in
providing this information. A copy of our response to FOI-61084 is
attached.
Whilst slower than we would have hoped, our response appears to your FOI
appears to have been appropriate. However, as I understand it, a few
issues occurred in our handling of the correspondence arising from the
delayed response to your FOI request:
• We informed you that we would deal with your request for an FOI
Internal Review as a complaint.
Earlier in the day of the 12^th May you had chased us for a response to
your FOI and you requested an Internal Review of your FOI request. We
responded the same day, informing you that “…under the Freedom of
Information Act, we are unable to undertake an Internal Review where a
response has not yet been provided. We will, however, treat your request
as a complaint under the Council’s complaints procedure and we have
forwarded your letter to the relevant complaints section within the
Council.” I attach a copy of this advice.
You then received an acknowledgement that a complaint had been logged on
the 18^th May. By this point, however, a response had already been issued
to your FOI request, therefore you should have been informed that as the
FOI response had been issued, the Stage 1 Formal Complaint had been dealt
with and closed, and that the appropriate avenue for you to raise any
potential dissatisfaction with the FOI response would have been via the
FOI Internal Review process and I accept that we potentially should have
advised you of this more clearly at the time.
• Having responded to your FOI request, which in effect resolved your
Formal Complaint, we should have responded to your Formal Complaint to
that effect at that time.
As I believe that your complaint was regarding the delayed response to
your FOI request, and that this FOI was responded to on May 12, I consider
that your complaint was dealt with on May 12^th and as I’ve stated above,
you should have been notified then that it was closed.
Please accept my sincerest apologies however for any ambiguity or
perceived mishandling of the correspondence arising from our response to
your FOI request. This does not meet the high standard of service you
should expect from the Royal Borough and we are working to ensure this
kind of issue does not recur.
If you are not satisfied with this response, you may ask for your
complaint to be looked at again and it will be reviewed by a more senior
officer of the council. If you decide to have the complaint reviewed,
please inform us in writing within one month of receiving this response.
We will respond within 20 working days, or, if that timeframe is difficult
to achieve, we will tell you why and when you can expect to receive a full
response.
If we have not received a request for a review within one month, we will
close the complaint. However, if you feel that you wish to have your
complaint reviewed but would have difficulty in meeting that timescale,
please let us know, in writing.
If, at the end of the complaints process, you are still not satisfied with
the Royal Borough's response, you can contact the independent Local
Government Ombudsman who decides upon complaints against councils. Contact
details will be given in our final response.
