Dear Richmond upon Thames Borough Council,

I would be grateful if you would answer the following questions:

(1) Have there been any changes in your borough’s eligibility criteria for disabled freedom passes over the last eight years?

(2) If the answer to question 1 is ‘yes’, what have these changes been?

(3) If the answer to question 1 is ‘yes’, when did the changes take place?

(4) How many disabled freedom passes did your borough issue in each year since, and including, 2006?

Thanks in advance,

Yours faithfully,

Christopher Stapleton

Dear Natalie Dewing,

Many thanks for your response.

I would like to seek clarification on Question 4.

I note that you provide a figure for an annual average. If you have been able to calculate the average, then you will be aware of the figures upon which that average is based. I would be grateful if you could supply me with the figures which formed the input to the calculation which led to the production of an average.

Yours sincerely,

Christopher Stapleton

Dear Christopher Stapleton

We are unable to provide the exact number passes issued year because we do not store that data. In order to provide an average the department took the current overall total held by London Councils. Their data base started in 2010 so we cannot provide any information prior to this. They used this overall total to get the average number of passes issued each year.

I hope this helps clarify the response.

Kind regards
