Question 2 asks what have been the changes to your eligibility criteria for Disabled Freedom Passes.

I think there is some misunderstanding here about the meaning of 'eligibility criteria'.

I am not asking about the process for allocating Disabled Freedom Passes. I am asking about the criteria used by the Council for deciding who is eligible for a Disabled Freedom Pass.

"Eligibility Criteria" means: your rules for deciding whether someone is or is not allowed to have a Disabled Freedom Pass.

So Question 2 is asking: what changes to these rules occurred around November 2011?

Now that I have clarified the meaning of "Eligibility Criteria", I would be grateful if you could supply me with a prompt, full and accurate answer to Question 2.

Thank you for your email, requesting a further response regarding Q2.

You asked:

The response is that no rules changed, but the process has improved to a
more professional one using qualified occupational/physiotherapists.

Additionally, Harrow follows the Department for Transport (DfT) guidance
to Travel Concession Authorities on assessing the eligibility of disabled
people (please see their website).  I also attach Harrow Council's
Eligibility Policy Statement, that should assist further.

I trust this answers Q2 to your satisfaction.
