Dear Ms Mackey
 
Thank you for your request for information received on 13 February 2019. 

I am pleased to provide some of the information you have requested. I have
detailed below the information.

We are only permitted to release the individual names for officers at
Grade Hay 4 and above and therefore can only answer in relation to your
post E) - the person who has overall responsibility for disabled
children's services.  This is the responsibility of the Head of Service
for the Communities Department.  This post is currently vacant but Tanya
Wilcock will commence in post from 1st April this year.

Whilst we hold the information you have requested, we believe its
disclosure would breach the principles of the Data Protection Act.
Specifically, the first principle requires that 'personal data shall be
processed fairly and lawfully and, in particular, shall not be processed
unless:

1. (a) lawful,

    (b) fair and transparent

2. The processing of personal data is lawful only if and to the extent
that:

    (a) at least one of the conditions in Schedule 9 is met, and

    (b) in the case of sensitive processing, at least one of the
conditions in Schedule 10 is also met.

We believe that the individual(s) has a reasonable expectation that their
personal data will not be disclosed to a third party; therefore,
disclosure is exempt under Section 40 (2) of the Freedom of Information
Act.

Section 17 (7) (a) of the Freedom of Information Act states that public
authorities must provide applicants with details of how they may complain
about the handling of their request for information should they wish to.
