1. All records and communications related to disability discrimination by universities of university students,

2. All records and communications related to psychological testing carried out by universities in relation to disabilities.

Dear Information Centre,

Universities UK (UUK) claims that it is not a public body and is therefore not covered by the Freedom of Information Act. However, it is clear from UUK's own descriptors that UUK is fulfilling the function of a public body, this being just one example:

"We are working with our members, the university sector and government on the implications for universities and students of the UK's vote to leave the EU."

In circumstances where UUK has acted as a coordinating body for the dissemination of information from SASC, the EHRC, and the DfE, UUK is legally obliged to respond to my FOI request.

For reference, the EHRC has already confirmed that in 2017 it informed UUK that it would fund qualifying discrimination litigation by university students against their universities. In 2018, the EHRC reversed that decision without informing key stakeholders including UUK. The EHRC now states that, as a policy decision, it will only fund school children's cases and will not fund university student cases however well they match the qualifying criteria. Since the OIA cannot rule on discrimination cases and university students have no access to tribunal, university students are being discriminated against as a group.

Furthermore, there is no sight of any procedural governance in place to ensure that SpLD testing conducted by universities is SASC compliant, a matter over which UUK's remit suggests coordinating responsibility.
