Direct Payments for Adults & Transition from Child - Adult Services

We're waiting for Karenza Cassidy to read a recent response and update the status.

Dear Vale of Glamorgan Council,
I am writing to make an open government request for all the information under the Freedom of Information Act 2000.

Please send me the following:

1. How many adults aged 18-40 receive a Direct Payment (DP) to fund their social care for more than 80 hours per week?
2. Are there any restrictions on the number of hours adult social care funding you will fund or are there any plans to introduce a limit?
3. What are the DP rates that you pay to adults who directly employ PAs.
4. Do you pay higher hourly rates to fund PAs in any circumstances, if so, what number of adults are in receipt of these and provide details of why they receive higher rates?
5. Are any adults in receipt of agency rates who are identified as non-agency service users? If so, how many.
6. Are these standard rates that all DP users receive or does the amount paid vary depending on the complexity of need?
7. What is the highest weekly or annual DP you make to fund adult social care?
8. Are you funding any adults through a DP package for their PAs to receive training?
9. Are you funding any adults through a DP package for consultancy or management costs to deliver the package?
10. Do you have a policy for children with additional needs transitioning into adult services?
11. Do you monitor and have information about how many families make Official Complaints during or following this child to adult transition process. If so, please provide this data.
I would like the above information to be provided to me as electronic copies.

If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

Thank you for your Freedom of Information request that we received on the 14th of March 2019. Please accept my sincere apologies for the delay in our response.

Your request has been forwarded to the relevant officer who has now provided a response as follows:

1.How many adults aged 18-40 receive a Direct Payment (DP) to fund their social care for more than 80 hours per week?
1 person turned 40 years of age in June 2019.

2. Are there any restrictions on the number of hours adult social care funding you will fund or are there any plans to introduce a limit?
No.

3. What are the DP rates that you pay to adults who directly employ Pas?
£10.97 per weekday hour, £11.88 per weekend hour and £78.11 per night.

4. Do you pay higher hourly rates to fund PAs in any circumstances, if so, what number of adults are in receipt of these and provide details of why they receive higher rates?
No we don’t as a rule however currently we have one DP package being provided at an agency rate on a temporary basis until PAs are sourced. This was only agreed as an emergency situation.

5. Are any adults in receipt of agency rates who are identified as non-agency service users? If so, how many.
No

6. Are these standard rates that all DP users receive or does the amount paid vary depending on the complexity of need?
Standard

7. What is the highest weekly or annual DP you make to fund adult social care?
Packages are funded according to need whether it be just 2 hours a week or 24 hour support. We have a number of adults in receipt of 24 hour support via a DP package.

8. Are you funding any adults through a DP package for their PAs to receive training?
PAs can access our Social Care Workforce Programme. If training needs are not fulfilled via the programme other sources are identified at no cost to the PA.

9. Are you funding any adults through a DP package for consultancy or management costs to deliver the package?
We have a contract with a support provider to assist with the setup, management and ongoing delivery of their DP package.

10. Do you have a policy for children with additional needs transitioning into adult services?
We have a multi-agency transition policy which is currently being reviewed.

11. Do you monitor and have information about how many families make Official Complaints during or following this child to adult transition process. If so, please provide this data.
