Direct Payments for Adults & Transition from Child - Adult Services

Dear Bridgend County Borough Council,

I am writing to make an open government request for all the information under the Freedom of Information Act 2000.

Please send me the following:

1. How many adults aged 18-40 receive a Direct Payment (DP) to fund their social care for more than 80 hours per week?
2. Are there any restrictions on the number of hours adult social care funding you will fund or are there any plans to introduce a limit?
3. What are the DP rates that you pay to adults who directly employ PAs.
4. Do you pay higher hourly rates to fund PAs in any circumstances, if so, what number of adults are in receipt of these and provide details of why they receive higher rates?
5. Are any adults in receipt of agency rates who are identified as non-agency service users? If so, how many.
6. Are these standard rates that all DP users receive or does the amount paid vary depending on the complexity of need?
7. What is the highest weekly or annual DP you make to fund adult social care?
8. Are you funding any adults through a DP package for their PAs to receive training?
9. Are you funding any adults through a DP package for consultancy or management costs to deliver the package?
10. Do you have a policy for children with additional needs transitioning into adult services?
11. Do you monitor and have information about how many families make Official Complaints during or following this child to adult transition process. If so, please provide this data.
I would like the above information to be provided to me as electronic copies.
If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

for information as set out in italics below.  Following consideration of
your request, in accordance with the Freedom of Information Act 2000, I
respond to each point as follows:

There are no restrictions and there are no plans to introduce a limit

The Local Authority currently pay an all-inclusive rate of £10.89 per
hour, which will be increasing to £12.00 per hour from April

 

4.     Do you pay higher hourly rates to fund PAs in any circumstances, if
so, what number of adults are in receipt of these and provide details of
why they receive higher rates?

 

Not at present

 

5.     Are any adults in receipt of agency rates who are identified as
non-agency service users? If so, how many.

 

No

 

6.     Are these standard rates that all DP users receive or does the
amount paid vary depending on the complexity of need?

 

The DP rates quoted in question 3 are standard rates that are paid to all
DP users. However, consideration would be given to increasing this rate,
if it was felt necessary, in order to meet any particularly complex needs
of an individual

 

7.     What is the highest weekly or annual DP you make to fund adult
social care?

 

£1925.30 per week

 

8.     Are you funding any adults through a DP package for their PAs to
receive training?

 

The Local Authority’s all-inclusive hourly rate has an element included to
cover training costs. However, if there are specific training requirements
necessary for the PA to support a DP user and there are insufficient funds
in their budget, we would make an additional payment to cover the cost of
this

 

9.     Are you funding any adults through a DP package for consultancy or
management costs to deliver the package?

 

No

 

10.  Do you have a policy for children with additional needs transitioning
into adult services?

 

Yes.

 

11. Do you monitor and have information about how many families make
Official Complaints during or following this child to adult transition
process. If so, please provide this data.

 

2014/15 – 0

2015/16 – 0

2016/17 – 0

2017/18 – 1

2018/19 – None to date.
