Direct Payments for Adults & Transition from Child - Adult Services

Dear Neath Port Talbot County Borough Council,

I am writing to make an open government request for all the information under the Freedom of Information Act 2000.

Please send me the following:

1. How many adults aged 18-40 receive a Direct Payment (DP) to fund their social care for more than 80 hours per week?
2. Are there any restrictions on the number of hours adult social care funding you will fund or are there any plans to introduce a limit?
3. What are the DP rates that you pay to adults who directly employ PAs.
4. Do you pay higher hourly rates to fund PAs in any circumstances, if so, what number of adults are in receipt of these and provide details of why they receive higher rates?
5. Are any adults in receipt of agency rates who are identified as non-agency service users? If so, how many.
6. Are these standard rates that all DP users receive or does the amount paid vary depending on the complexity of need?
7. What is the highest weekly or annual DP you make to fund adult social care?
8. Are you funding any adults through a DP package for their PAs to receive training?
9. Are you funding any adults through a DP package for consultancy or management costs to deliver the package?
10. Do you have a policy for children with additional needs transitioning into adult services?
11. Do you monitor and have information about how many families make Official Complaints during or following this child to adult transition process. If so, please provide this data.
I would like the above information to be provided to me as electronic copies.
If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.
If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.

Dear Sonia Edge,

Yes, I'm happy to clarify this question. Agency rates are a higher rate paid to people who are receiving direct payments through a third party agency. In some Local Authorities Agency Rates are paid to service users who are not directly receiving care from third party agencies in order to achieve a higher Direct Payment rate.
