Dear Steve,

The diplomatic bag is clearly marked "HBM Diplomatic Service", carries a
diplomatic bag seal and has the label identifying the diplomatic post it
is addressed to. This is in accordance with the Vienna Convention on
Diplomatic Relations which states:

'The packages constituting the diplomatic bag must bear visible external
marks of their character and may contain only diplomatic documents or
articles intended for official use'.

The attached document shows a typical example of a diplomatic bag label.
