Dear Hertfordshire County Council,

Back ground -
As you know works were undertaken on the DInant Link roundabout on 6th June 2020, 7th June 2020, 13th June 2020 and 14th June 2020. The works have been undertaken multiple times and I am eager, as I am sure other residents are, if the roundabout is finally completed to a suitable standard?

I would like to echo the ongoing concerns over the tight turning angle of the roundabout and it is only possible for one HGV to go around it, as it will take up too much of both lanes for a second vehicle to be adjacent to it. Please try and send two HGV around it at the same time in each lane, you will see it is not possible or alternatively barely possible.

Data requests -
Following this please can you provide the following information:
1) Is the roundabout now in a state that it will be adopted by Hertfordshire County Council?
2) Were the works successful?
3) Are all outstanding issues now resolved with the roundabout?
4) Any copies of reports, investigations, assessments or observations that have been carried out on the roundabout since 14th June 2020.
5) Any details of a planned inspection date if this has not been undertaken yet.
6) Any information in relation to the tight turning of the roundabout, such as investigations or planned investigations.

Your request for information has been considered under the Environmental
Information Regulations 2004 I can confirm that Hertfordshire County
Council does hold the information you have requested, and can respond as
follows: -

 

Back ground -

 

As you know works were undertaken on the DInant Link roundabout on 6th
June 2020, 7th June 2020, 13th June 2020 and 14th June 2020. The works
have been undertaken multiple times and I am eager, as I am sure other
residents are, if the roundabout is finally completed to a suitable
standard?

The works have now been completed to suitable standard and the Certificate
of Completion for these works is being prepared, pending lighting
inspections. By issuing that, these works will enter the Maintenance
Period where the developer would maintain the works for a period of at
least one year.

 

I would like to echo the ongoing concerns over the tight turning angle of
the roundabout and it is only possible for one HGV to go around it, as it
will take up too much of both lanes for a second vehicle to be adjacent to
it. Please try and send two HGV around it at the same time in each lane,
you will see it is not possible or alternatively barely possible.

The new layout has improved the Swept Path round the roundabout.  From
design point of view, the turning angle works.  But unfortunately, we
cannot control driver’s behaviour, as we have noticed correct and
incorrect use of the roundabout at the same time when on site (i.e.
speeding on the approach to the roundabout, straight crossing without
following allocated lanes/road markings etc).

 

Data requests -

 

Following this please can you provide the following information: -

 

1)     Is the roundabout now in a state that it will be adopted by
Hertfordshire County Council?

Yes.

 

2)     Were the works successful?

Yes, as above on point A.

 

3)     Are all outstanding issues now resolved with the roundabout?

As said above. Traffic Signal and Street Lighting works inspection is
pending (inspections are being planned).

 

4)     Any copies of reports, investigations, assessments or observations
that have been carried out on the roundabout since 14th June 2020.

The latest amendments on the roundabout’s alignment have been reviewed,
discussed and agreed with the scheme’s Designer, Contractor and Developer
prior to the request period. A revised plan was provided back in March
2020 for that reason. The works have now been completed according to the
agreed amendments. There are no reports, or other documents for the period
requested.

 

5)     Any details of a planned inspection date if this has not been
undertaken yet.

Lighting inspections being planned.  No definite date to update yet

 

6)     Any information in relation to the tight turning of the roundabout,
such as investigations or planned investigations.

Dear Information Governance,

Thank you for supplying the information and confirming that the roundabout is now is a state to be adopted by Hertfordshire County County. It is pleasing to hear that these long and arduous works on the roundabout may be finally concluded.

My concerns over the turning angle are still significant, however we will see once the development is completed if more issues begin to arise which I believe they will, especially once the crossing is activated in such a bottle neck location.
