Digital marketplace procurement -Proposal documents

I would request the Stage1 and Stage 2 proposal documents from all suppliers for the 'IPO Delivery of Common Technology Components (CTC) - Phase 3’
procurement.
This would include 18 Stage-1 proposals and 4 Stage-2 proposals as per the below link.

I am replying to your request for information about the Intellectual Property Office (IPO) Delivery of Common Technology Components (CTC) - Phase 3 procurement, specifically the Stage1 and Stage 2 proposal documents from all suppliers.
This information is exempt under section 43(2) of the Freedom of Information Act and is therefore being withheld. Section 43(2) exempts information whose disclosure would, or would be likely to, prejudice the commercial interests of any legal person(s), in this instance the suppliers who submitted proposal documents.
Disclosure of such information could have the effect of deterring suppliers from engaging with public bodies on future occasions and comparison of suppliers’ proposals would be likely to prejudice the future commercial interests of some of those suppliers.
The exemption under section 43(2) is ‘qualified’, which means that the IPO must consider whether the public interest is best served by disclosing or refusing the requested information. The IPO takes the view that there is an overriding public interest in protecting the commercial interests of individual companies and ensuring they are able to compete fairly. If the commercially sensitive information of the players in the market were revealed then their competitive positions would be eroded and the whole market would be less competitive, with the result that the public benefit of having an efficient competitive market would be to some extent eroded.
Having considered the public interest, the IPO’s decision is therefore to withhold the information. Your suggestion that we redact all 'sensitive' material is not considered to be practical in this instance as such an attempt would leave no significant information.
If you are dissatisfied with the handling of your request, you have the right to ask for an internal review. Internal review requests should be submitted within two months and should be sent to [Intellectual Property Office request email] .
If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at:

Dear Intellectual Property Office,
Please pass this on to the person who conducts Freedom of Information reviews.
I am requesting an internal review, with particular focus on the public interest test, which I think has overlooked some important points in favour of disclosure.
a) The tenders are already approved and passed by the authorities and these are now Historical tenders and open to public records .
b) There is no possibility to re-tender by the same supplier after completion go 24 or 36 months and is public interest to scrutiny the process and hold government to account for Taxpayer spending.
c) The Stage 1 proposals contains the Essential and Nice to have skills of the Suppliers and does not contain any commercially sensitive information as some of these re already listed in the suppliers website .The Stage 2 proposals are response to IPO questionnaires and not linked to the the suppliers commercial strategy or any sensitive information .
d) As the winner supplier name and winning bid is already listed in the public domain the proposals used to achieve the winning bid should be open to the general public to for transparency of the scoring used by the reviewers.
e) I am happy for IPO to redact any sensitive information (which is minimal and not exhaustive as per your note) and send the proposals from the suppliers to understand the fair bid process.
