I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

• What are the contractual performance KPI's for this contract?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Information concerning SOAS spend on this contract to date is withheld as
it is deemed to be exempt from release under section 43(2) of the FOIA,
because disclosure would harm the commercial interests of SOAS.

Public Interest Test

Whilst SOAS acknowledges the broad and weighty public interest in ensuring
transparency of its operations, especially around actual student
recruitment spend, after careful consideration we have concluded that the
disclosure of specific detail of our digital marketing contract spend
would, on balance, be likely to harm the ability of the university to
continue to operate effectively in a highly competitive student
recruitment environment. If SOAS’s competitors knew the School’s digital
marketing contract spend, they would be able to increase their allocation
accordingly and outspend in this area, which would have the impact of
reducing the School’s profile, damaging student recruitment numbers and
putting it at a disadvantage in a highly competitive marketplace. The
limited public interest in increasing transparency around how the School
spends its marketing budget in relation to digital marketing is judged to
be significantly outweighed by the public interest in ensuring the School
can remain competitive in terms of student recruitment, much of which
relies on the School’s marketing and advertising strategy. 

We have therefore arrived at the decision that the public interest is best
served by withholding this information.

Appointed June 2019. Contract is reviewed annually.

No - contract is for 3 years.
